Title III Shared Services Agreement (SSA) Cooperative
The Education Service Center, Region 20 (ESC-20) Limited English Proficient/Recent Immigrant Shared Services Agreement (SSA) is a consortium of districts and charter schools that combine Title III federal monies, using ESC-20 as the fiscal and administrative agent, to maximize funding through cooperative spending. ESC-20 provides the following customized services and technical assistance to participating districts and charters:
  • Assist in the review and analysis of district and campus data and plans that address client and student needs
  • Complete and submit the Title III application and amendments within specified deadlines
  • Provide technical assistance in the completion of the annual evaluation
  • Provide staff development that addresses client needs in the areas of language instruction, family literacy, assessment procedures and academic achievement
  • Assist in developing and implementing language instruction programs and academic content instruction programs
  • Provide support to districts to build internal capacity for systemic support of staff development efforts
  • Provide resources to assist districts in promoting parental and community participation in language instruction programs
  • Coordinate Title III activities with State Bilingual Education and other programs
  • Submit Title III evaluation data for program monitoring and adjustment
  • Identify an ESC-20 staff member who will be the point of contact for each client
  • Commit to provide a high level of high quality service to member clients

Districts and Charters may join the Title III SSA through the eGrants process.
SSA Co-op members are entitled to use 30% of their Title III allotment to purchase supplies for their English Language Learner population.
Please note: All requests must align with the goals of Title III, Part A - English language acquisition, language enhancement, and academic achievement for ELLs. In addition, consumables and furniture are not allowable items to be purchased with Title III funds.
Bilingual and ESL programs are funded as part of the state’s general education fund which provides for teachers, textbooks, classrooms, etc. In order to provide for additional costs associated with these programs, Texas provides a bilingual/ESL allotment to school districts and requires LEAs to use these funds for supplemental expenditures, such as instructional and testing materials, program evaluation, staff development, salary supplements for teachers, supplemental personnel, etc.
