Financial Organizational Review & Compliance (FOR-C)
FOR-C is a comprehensive, web-based self-assessment tool ("FOR-C Product") designed to assist school districts and open-enrollment charter schools ("LEA") in staying current and compliant with fiscal and programmatic requirements of Federal and State education programs.
The FOR-C Product includes:
  • Financial Procedures Manual template that aligns with the new EDGAR (Department of Education General Administrative Requirements) 
  • EDGAR resources
  • Fiscal Audit and Internal Controls resources
  • Monthly Calendar of TEA Due Dates and Deadlines
  • Program Audit Tools (program requirements of various federal and state programs)

    • Job Description general template,

The FOR-C is an annual subscription for July 1 through August 31 of the following year.
IMPORTANT NOTIFICATION REGARDING THE FOR-C:

After many conversations, reviewing the survey results and other data elements, ESC-20 has decided to discontinue the FOR-C. We have determined that it is no longer the most effective and efficient tool.

 Once the current subscription for the 2016-2017 FOR-C ends on August 31, 2017, the FOR-C will close.

However, we recognize that the Monthly Calendars and Administrative Procedures Manual (APM) templates (for Financial/Administrative Procedures, Travel Procedures, and Procurement Procedures) are valued by our clients. Therefore, in September 2017, we will replace the ESC-20 FOR-C webpage with a new webpage that will house monthly calendars and the latest version of the FOR-C APM templates that may be accessed by anyone at no cost.

Whenever TEA releases updates applicable to APMs, the information will be added to our new webpage so LEAs may revise their local APMs accordingly.

The URL for the new webpage will be sent to the 2016-2017 FOR-C clients once it becomes available in September.

Please download any resources from the FOR-C prior to August 31, 2017 if you would like to keep any of the documents.

The FOR-C is accessed by going to the ESC-20 FOR-C webpage at www.esc20.net/forc and then clicking on “Current User Login” on the left side of the page.
