Teacher Appraiser Certification
Instructional Leadership Development (ILD)
The Instructional Leadership Development (ILD) program offered at ESC-20 is based on the state training model for certification of Professional Development Appraisal System (PDAS)* appraisers. The focus is on curriculum, instruction, assessment, supervision, decision-making, organizational management, evaluation, community partnerships, and professional development. ILD is a prerequisite for PDAS training. (Fee for service)
* PDAS is the state training model for certification of PDAS appraisers. The training is an in-depth study of the PDAS domains and criteria, and covers the content and process for the Commissioner's recommended system.
New Teacher and Administrator Appraisal System
As a result of the Federal Accountability Waiver approved during the summer of 2013, the USDE has specified that the Texas Education Agency must update the current Texas Teacher and Administrator Appraisal System to include the following components:
  • Classroom Observations and Feedback
  • Student Growth and Learning
  • Professional Engagement and Growth
The proposed New Appraisal System will be submitted to the USDE in May 2014 for approval. Selected Pilot districts across the state will implement the New Appraisal System during the 2014-2015 school year. TEA plans a full roll-out of the New Appraisal System statewide during the 2015-2016 school year. It is the goal of Education Service Center – Region 20 to inform school districts and charter schools of the roll-out process as new information becomes available.
