Accountability & Assessment
Focus groups comprised of key stakeholders statewide have redesigned the Texas Accountability System to address statutory policy goals for improving student achievement, determining levels of progress toward advanced performance, closing achievement gaps, and promoting post-secondary readiness through recommended and advanced graduation programs.
Increased rigor and readiness have become commonplace terms with the transition to the STAAR assessment and the rollout of this accountability system.
When announcing the final decisions on the 2013 Accountability System, Commissioner Michael L. Williams stated, “The new system makes use of multiple indicators to provide parents and taxpayers a more detailed overview of the success, as well as areas of necessary improvement, for each district, charter, or campus” (Texas Education Agency, 2013).
The 2013, 2014, 2015, 2016 and 2017 Accountability System consists of the following four indexes:
  • Index 1: Student Achievement
  • Index 2: Student Progress
  • Index 3: Closing Performance Gaps
  • Index 4: Postsecondary Readiness

Index 1 will be disaggregated into sub-groups as System Safeguards, which will be the federal lens of our Texas Accountability System. The state accountability ratings including state and federal system safeguards will be posted Friday, August 12, 2016.

Accountability Support Services
ESC-20 has established an Accountability Team to support LEAs and Campuses in meeting and improving Student Achievement as related to the requirements of each Accountability System. The Accountability Team includes staff members from the following areas: School Support, Lead, Bilingual/ESL, Special Education, CTE, NCLB, and Migrant. ESC-20 staff provides ongoing Technical Assistance to both Districts and Campuses throughout the year, specific to the area of need.
