English language learners in the state of Texas are part of the total school program. This includes, but is not limited to, state testing and accountability. This webpage includes information on state assessments for English language learners. Resources from Presentations, Conferences, TETNs, and other general resources can be found here.

The State of Texas Assessments of Academic Readiness (STAAR) program includes assessments for core subject areas across grades levels beginning with third grade through End of Course assessments in High School. The STAAR program measures the Texas Essential Knowledge and Skills (TEKS) curriculum standards. The assessed curriculum and blueprints on this webpage help understand the design and format of the STAAR program and how the STAAR program measures the TEKS. This webpage also provides released assessments. Performance standards are shown along with the ELL progress measure that specifically addresses the need of ELLs in the state of Texas who are acquiring the academic English language.

An English language learner could be eligible to take any of the following STAAR tests: General STAAR, STAAR Spanish, STAAR L, STAAR Modified, and STAAR Alternate. Although STAAR L is a linguistically accommodated English version of the STAAR grades 3–8 and end-of-course (EOC) mathematics, science, and social studies assessments, it assesses the same curriculum and item types as general STAAR. This webpage provides STAAR L resources. To be eligible to take STAAR L, an ELL must meet participation requirements that align to the need for testing linguistic accommodations in these subject areas. Unlike other STAAR assessments, STAAR L is administered as an online testing program.

The Language Proficiency Assessment Committee (LPAC) reviews all information pertinent to English language learners, including but not limited to, information that helps the committee determine which STAAR assessment is the most appropriate measure of academic progress. This webpage has a STAAR Decision Making guide for LPAC that is crucial to understanding linguistic accommodations provided on each assessment. In addition, ELL assessment documentation forms are provided.

Both the STAAR: Student Testing Program Guide and the STAAR: High School Testing Program Guide were produced in 2014. Brochures in Spanish will be coming soon.
