Executive Leadership Cabinet
Dr. Jeff Goldhorn currently serves as the Executive Director for Education Service Center, Region 20, in San Antonio, Texas. Jeff is responsible for leading the organization in pursuit of its mission of leading and serving the educational community by providing clients with high-quality, cost-effective products and services. His career in education began in 1995 as a classroom teacher, school administrator, Coordinator for Instructional Programs, Component Director for Leadership, and Instructional Services, Associate Director for Administrative and Instructional Services, and Executive Director. Jeff also serves as an adjunct faculty member for Trinity University.
Jeff holds a B.A. in Education from the University of Northern Iowa; an MEd in School Administration from Trinity University; and a Ph.D. in Educational Leadership from Texas A&M. Jeff holds the following Texas Educator certificates: Elementary Self-Contained (Grades 1-8), Elementary Life-Earth Science (Grades 1-8), Supervisor (Grades K-12), and Mid-Management Administrator (Grades K-12). Jeff is a Certified Professional Coach, a certified Franklin Covey trainer and facilitator, and a graduate of Leadership San Antonio Class 40.
New Braunfels, Texas, is home to Jeff alongside his wife and daughters. His many interests include cycling, running, camping, learning, and spending time with his family.
Dr. Carolyn Castillo serves as the Deputy Director for Administrative & Instructional Services at Education Service Center, Region 20. Carolyn is responsible for building strategic relationships with key stakeholders, including the Texas Education Agency (TEA), community partners, and professional organizations, in support of serving the educational community.
She graduated from the San Antonio ISD and has obtained three degrees from Our Lady of the Lake University. Dr. Castillo has served as a bilingual teacher and Director of Early Childhood Education at SAISD and as a literacy consultant, Curriculum Coordinator, Component Director, and Deputy Director at ESC-20 since 2002.
Her education credentials include a Ph.D. in Leadership Studies, and Master’s in Educational Administration, and a B.A. in Elementary Education. She is certified in Mid-Management Administration, Elementary Spanish, Elementary, Bilingual/ESL, and Early Childhood. Carolyn is also a Certified Professional Coach. She is a first-generation college graduate, bilingual educator, and a proud native of San Antonio. You can find her working out at a Camp Gladiator class when she is not keeping busy with work and family.
Dr. Alexandro (Alex) Flores currently serves as the Deputy Director for Business and Technology Services at Education Service Center, Region 20. Alex has spent most of his career serving the public education community, and his leadership background includes experience with public schools, higher education, and other state agencies. He has previously served as a Bilingual Teacher, Assistant Principal, Principal, Assistant Superintendent, Interim Superintendent, and Superintendent of schools for various urban and rural public school districts across South Central Texas. Most recently, he served as the Executive Director for the Trinity School Design Network at Trinity University and Board Monitor for Texas Education Agency.
He is passionate about making a difference in marginalized communities and committed to improving student outcomes and providing transformational opportunities for students who need them the most.
Alex holds a Bachelor of Arts in Interdisciplinary Studies from the University of Texas at San Antonio as well as a Master of Science in Educational Administration and a Doctor of Educational Leadership from Texas A&M University-Kingsville. He currently holds Texas Educator Certificates for Generalist (EC-4), (4-8), Bilingual (EC-4), English as a Second Language (4-8), Principal (EC-12), and Superintendent (EC-12).
His interests include reading, walking, playing golf, and spending time with his wife and children.
Ms. Briana R. Garcia serves as Chief Human Resources Officer at Education Service Center, Region 20. Briana is responsible for providing visionary and collaborative leadership around human resource management strategies, and organizational planning and development. She leads and oversees multiple complex HR services that impact the total employee experience, including employee relations, risk management, recruitment, onboarding, compensation, benefits, employee development, performance management, employee engagement and off-boarding.
Throughout Briana’s 20+ year career at ESC-20 in Human Resources, she has served in various roles including HR Clerk, HR Assistant, HR Generalist, HR Supervisor, and HR Director. She began her HR career as a temporary employee with a GED and has since gone on to achieve an Associate of Arts from San Antonio College, a Bachelor of Business Administration in Human Resources Management from The University of Texas at San Antonio, a Master of Business in Human Resources Management from Texas A&M University-San Antonio and a Senior Professional Human Resources certification from the HR Certification Institute. Briana is currently pursuing a Doctor of Philosophy in Human Resources Management from National University.
Born and raised in San Antonio, Briana’s interests include UTSA football and tailgating with her husband (Go Runners!), laughing with close friends and family, the continuous pursuit of knowledge, and leveraging her top five CliftonStrengths throughout her personal and professional endeavors: Futuristic, Relator, Learner, Responsibility, Individualization.
