A federal mandate under the Individuals with Disabilities Education Act (IDEA) requiring local education agencies (LEAs) - public school districts and charter schools, to identify, locate, and evaluate all children residing within their jurisdictions suspected of having a disability and in need of special education and related services. State Performance Plan Indicators (SPPI)
IDEA, 2004 mandates that all districts/charters report to the Texas Education Agency (TEA ) on indicators related to the provision of special education services. In Texas, we use the Texas Student Data System (TSDS) to submit data collected on these indicators to TEA.
 
-SPPI 11 (Child Find): SPPI 11 measures the percent of children with parental consent to evaluate who were evaluated and eligibility determined within 60 days (or State established timelines). 
-SPPI 12 (Early Childhood Transition): SPPI 12 measures the percent of children referred by Part C before age 3 who are found eligible for Part B and have an individual education program (IEP) developed and implemented by their third birthdays. 
Each year, TEA offers local education agencies (LEAs) the opportunity to submit updated data for SPPIs 11, 12, and 13 in TSDS. LEAs have the opportunity to correct data entry errors and document correction of any potential noncompliance found for these indicators before the State issues a finding of noncompliance.

The IDEA requires LEAs to conduct an initial evaluation when there is suspicion that a child has a disability and, as a result of the disability, needs special education and related services. The full and individual initial evaluation (FIIE) includes procedures used selectively with each child. IDEA regulations require LEAs to provide parents with prior written notice and obtain their informed consent for the proposed evaluation. In addition, parents are provided with procedural safeguards that explain the rights afforded to parents and children throughout the evaluation process. 
The Student Data Review Guide When Considering a Referral to Special Education is designed to support school teams in reviewing and analyzing student data to make informed decisions about special education referrals. This guide helps teams consider multiple areas that might impact the decision to proceed with a referral.
 
The Student Data Review Guide Summary of Responses provides an opportunity to graph responses from the Student Data Review Guide to visually represent the student’s needs in the various areas. This visual representation guides the team to consider a student’s data individually to make more informed referral decisions.
