Welcome to the Migrant Education Program

The purpose of the Migrant Education Program (MEP) is to design and support programs that help migrant students overcome the challenges of mobility, cultural and language barriers, social isolation, and other difficulties associated with a migratory lifestyle.
 
These efforts are aimed at helping migrant students succeed in school and successfully transition to postsecondary education or employment.
 
The ESC-20 MEP provides various levels of support to local education agencies (LEA) based on their category of participation.
 
LEAs may participate in one of three categories: Shared Services Arrangement (SSA), Project, and Non-Project.
 
SSA LEAs forward their Title I, Part C funds to ESC-20. In return, ESC-20 takes fiscal responsibility for managing LEA funds as well as overseeing and managing state and federal compliance issues. In addition, ESC-20 provides supplemental support to migrant students, such as Leadership Academies, counseling/advising, credit recovery, community referral services, etc.
Project LEAs manage their own MEP. Students from Project LEAs are invited to participate in ESC-20 Leadership Academies and receive community service referrals.
 
Non-Project LEAs do not receive Title I, Part C funds because they do not have students that meet migrant criteria. ESC-20 does support these LEAs regarding ongoing identification & recruitment efforts.
